Part of the problem is that many dealerships just don't give a damn if someone crashes a car on a test drive. Usually the dealership doesn't loose any money over it cause the car is insured anyway, so they'll gladly take a potential customer for a test drive if that's what it takes to make him buy the car. Thankfully not all dealerships are like that though.
