There's no victory. The vote has just been postponed. In a few months they'll either sneak it in when everybody has forgotten about it or they'll retry with a new name. All of which is political bullshit since they don't need SOPA or PIPA to take down websites, like they clearly demonstrated with megaupload (and the many other websites that are taken offline all the time).

Both of those laws are just overacting against piracy, AND there would still 100% sure be piracy, almost as much as now..
It would affect everyone negatively as there wouldn't be freedom of speech in such scales there's now, and you couldn't express yourself internationally anymore as freely as now.. Though it wouldn't stop piracy, the "bad" guys doing illegal stuff has always got their way over that kind of laws.. It would only decrease the "problem" a bit, but create a lot more problems..

theres always the ongoing war of government vs the internet its because its somewhere they struggle to govern and so they try and take control of it. we had a law like this in australia like this not long ago come up in parliament, but it didnt pass because the public wouldnt allow it. and like mike said, they dont need that law to pass to take down websites, they can do it freely and as they please. not as big of a deal as everyone made it out to be
