Well, bureaucracy makes everything difficult, without obvious reason.. And when there's reason, it usually isn't so good.. I mean, usually things are said to be made better, and are complicated, and then it's worse than before the change..

damn right!

the reason i had to walk in the cold this morning was to get half way across town just to have one piece of paper signed and then bring it back so i could have it processed before the end of today thus allowing me to get a signature on a different piece of paper in time for booking some hotels and flights before the 16th!

why this can't be done by email or fax i have no idea whatsoever...
